Answer:
Yes, the ROTOR(+) is designed to pin from "Liquid to Solid", "Solid to Solid", "Liquid to Liquid" and "Solid to Liquid".
Note: The ROTOR(+) does not pipette the liquid but it picks up a drop (~15nl) containing the cells on the end of each pin. See What is the volume transferred when pinning from liquid to agar? - ROTOR+
